The hard-nosed, cynical population of 93 million New Xeopians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, well-organized government juggles the competing demands of Law & Order, Defense, and Education. The average income tax rate is 74.5%, and even higher for the wealthy.

The sizeable but underdeveloped New Xeopian economy, worth 3.47 trillion rubles a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector is led by the Uranium Mining industry, with major contributions from Arms Manufacturing, Beef-Based Agriculture, and Door-to-door Insurance Sales. Average income is 37,324 rubles, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Fancy dress parties are raided by military police for new recruits, it is technically inaccurate to call the dead 'worm food', the navy is chrome-plating its battleships to prevent rust, and life-saving resuscitation is denied based on decades-old teenage diaries that declare "I want to die before I get old". Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. New Xeopia's national animal is the Reichsadler, which can occasionally be seen sifting through garbage in the nation's cities.
